Hard Drive Provided for Restore?

In the case of a server failure, does IDrive ship a hard drive with the customer's data to them for the restore? 
Is this a feature of IDrive Express, and does it cost extra, or is it standard with a Pro version?

This is what they say about IDrive Express:

This service comes FREE for Express Backup, once a year for Personal users and thrice yearly for Business users. Subsequent backup requests will be subject to the $59.95 charge. Express Restores will be charged $99.50 per request.

Seems to suggest that everyone pays $99.50 per request for a restore.

Also:

This service includes free return shipping for customers within the United States. Orders shipped outside the United States will require the customer to pay shipping fees, paid at the prevailing rate.

I had experience of this with my initial backup from the UK. Not only did I have to pay all postage costs, the disk got held up in UK Customs for weeks and attracted a charge. I turned it around in 24 hours and tracked it back to IDrive, who then took another two weeks to upload the data. Apparently they had to ship it on to a remote datacenter!

By the time they uploaded my data I'd transferred 90% of it over the Internet anyway!

It would be sensible for them to set up offices in the countries in which they officially operate to avoid these problems.
