Need explanation for "[ERROR] ...File / Folder does not exist]"

I have the following error:

- [ERROR] [11/15/2022 8:01:42] [C:\Users\<me>\Pictures\iCloud Photos\Photos\IMG_1516.MOV  Reason: File / Folder does not exist]

How do I troubleshoot that error?

Using File Explorer, I verified that the file "IMG_1516.MOV" exists in the path shown in the ERROR.

You could try Settings / Verify backup set / Verify Now.
